Charter; City of Roanoke. Extensively updates and reorganizes the City's charter. Substantive changes include (i) conforming penalties with amounts permitted by state law, (ii) requiring certain city officers to live within the city limits within three months of their election, and (iii) increasing the number of members on the board of zoning appeals from five to seven.
