Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 15.2-2105.1 as follows:

§ 15.2-2105.1. Granting franchises for ferry transportation systems.

The authority granted by this article for the granting of franchises by localities shall include the authority to grant an exclusive franchise for the operation of a ferry transportation system in Northumberland County. The county may regulate such systems, including the establishment of fees and rates.
