A BILL to amend Chapter 1073 of the Acts of Assembly of 2000 by adding a section numbered 541.10 and to re-authorize certain capital projects, relating to providing revenue and appropriating funds for such capital projects.

Be it enacted by the General Assembly of Virginia:

1. That Chapter 1073 of the Acts of Assembly of 2000 is amended by adding an item numbered 541.10 as follows:

Authority: Discretionary Inclusion.

A. The Board of Trustees of the Virginia Retirement System (VRS) shall charge the Commonwealth, and local school boards, for fiscal year 2000-2001 and fiscal year 2001-2002, the actuarially derived rates for state employees, and teachers that are set forth in the valuation reports of June 30, 2000, for VRS, the Judicial Retirement System, the State Police Officers’ Retirement System, and the Virginia Law Officers’ Retirement System, whichever is applicable. The VRS Board of Trustees shall institute premium holidays and/or adjust rates as necessary for fiscal year 2001-2002 so that the Commonwealth and local school boards can recover the employer savings estimated at $28,081,561 the first year and $79,109,839 the second year that result from this action.

B. The VRS Board of Trustees shall charge the Commonwealth a group life insurance rate of .62 percent for state employees in fiscal year 2000-2001 and fiscal year 2001-2002, local school boards a group life insurance rate of .14 percent for their employees in fiscal year 2000-2001 and fiscal year 2001-2002, and the Commonwealth and local school boards the rate for the retiree health insurance credit minus the phase-in percentage in fiscal year 2001-2002. The VRS Board of Trustees shall institute premium holidays and/or adjust rates as necessary for fiscal year 2001-2002 so that the Commonwealth and local school boards can recover the employer savings estimated at $6,749,722 the first year and $8,812,395 the second year that result from this action.

2. § 1. That the Governor's Executive Order Seventy-four (01) issued on February 24, 2001, shall not affect or alter in any way the authorizations and appropriations previously made for the following capital projects pursuant to Chapter 1073 of the Acts of Assembly of 2000, Chapter 1072 of the Acts of Assembly of 2000, Chapter 889 of the Acts of Assembly of 1998, Chapter 853 of the Acts of Assembly of 1995, or Chapter 965 of the Acts of Assembly of 1994:
