SUMMARY AS PASSED:
Board of Education review, consideration, and address of certain recommendations of the Joint Subcommittee Studying the Overrepresentation of African-American Students in Special Education Programs. Transmits certain findings and recommendations of the two-year study of the Joint Subcommittee Studying the Overrepresentation of African-American Students in Special Education Programs to the Board of Education, and requests the Board to review, consider, and address recommendations pertaining to professional staff development; technical assistance to school divisions identified as having a disproportionate representation of African-American and other minority students in special education programs; the need for and funding of Parent Resource Centers; the dissemination of relevant information to parents, teachers, and other school personnel, and the community; the process of referring, identifying, and assessing students for special education; the use of appropriate assessments and proper test interpretation; the need for cultural diversity competency training; certain reports to the Governor and 2002 General Assembly; and compliance with certain federal special education requirements. This resolution is a recommendation of the Joint Subcommittee Studying the Overrepresentation of African-American Students in Special Education Programs.
