Requires the Department of Planning and Budget to submit an annual report on or before the second Tuesday in January to the Chairman of the House Appropriations Committee and the Chairman of the Senate Finance Committee that sets forth state agencies' strategic planning information and performance measurement results for the preceding fiscal year.
