Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 32.1-30.1, as follows:

§ 32.1-30.1. Duties and responsibilities of local health departments in emergencies.

The Board of Health shall establish in regulations the duties and responsibilities of local health departments during emergencies. Such regulations shall include, but not be limited to, the development of emergency management plans, resources available to local health departments, and the management of special populations during emergencies. The regulations shall also provide for consultation and coordination with the Department of Emergency Management, and, if applicable, the Coordinator for Emergency Management, in the development of emergency management plans and disaster and preparedness activities.
