Be it enacted by the General Assembly of Virginia:

1. That § 33.1-23.03 of the Code of Virginia is amended and reenacted as follows:

§ 33.1-23.03. Secretary to develop and update Statewide Transportation Plan.

A comprehensive review of the statewide construction needs of all the highway systems in the Commonwealth shall be conducted by the Department at least once in every five-year period. Such review shall be conducted for the purpose of producing an inventory of all construction needs for all systems to a target year twenty years in the future based on standards established by the Department of Transportation. The first report shall be presented to the General Assembly and local officials no later than October 1, 1989

The Secretary of Transportation shall conduct a comprehensive review of statewide transportation priorities in a Statewide Transportation Plan covering a twenty-year planning horizon. This plan shall embrace all modes of transportation and include technological initiatives. This Statewide Transportation Plan shall be updated as needed, but no less than once every five years. The plan will provide consideration of projects and policies affecting all transportation modes and promote economic development, intermodal connectivity, environmental quality, accessibility for people and freight, and transportation safety.
