Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 2.1-41.2:1 as follows:

2.1-41.2:1. Severance benefit.

The Governor, in his discretion, may provide to any official appointed pursuant to § 2.1-41.2 a severance benefit no greater than an amount equivalent to two weeks of salary for every consecutive year of service in the position to which he was appointed, not to exceed a total of sixteen weeks of salary. Any official removed from office for malfeasance, misfeasance, incompetency, misconduct, neglect of duty, absenteeism, conflicts of interests, failure to carry out the policies of the Commonwealth as established in the Constitution or by the General Assembly, or refusal to carry out a lawful directive of the Governor, shall not receive any severance benefits by this section.
