Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 15.2-906.1 as follows:

§15.2-906.1. Authority to utilize public funds to support private reinvestment.

Any city with a population between 19,600 and 21,000 may make appropriations of public funds, in conjunction with local private lending institutions, to assist residents in obtaining loans for the improvement of residential structures located within the locality.
