SUMMARY AS INTRODUCED:

Virginia Public Procurement Act; preference for contractors with apprenticeship programs. Authorizes the Department of General Services to award a construction contract to the contractor who has an ongoing apprenticeship program approved by the Virginia Apprenticeship Council, so long as such contractor's bid price is no more than 10 percent greater than the bid price of the low responsive and responsible bidder .
