Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 11-47.5 as follows:

§ 11-47.5. Preference for contractors with apprenticeship programs.

In determining the award of any construction contract, the Department of General Services shall award the contract to the contractor who has an ongoing apprenticeship program approved by the Virginia Apprenticeship Council, so long as such contractor's bid price is no more than ten percent greater than the bid price of the low responsive and responsible bidder .
