004558876WHEREAS, in 1983 (Chapter 566, Acts of Assembly of 1983) imposed a one-dollar additional annual fee on motor vehicle registrations for emergency medical service purposes; and
WHEREAS, this additional fee, generally known as the "one-for-life" fee was increased to two dollars ("two-for-life") in 1990 (Chapter 508, Acts of Assembly of 1990); and
WHEREAS, revenues generated by this additional fee are distributed by a statutorily prescribed formula (subdivision 13 of subsection A of § 46.2-694 of the Code of Virginia) to the Virginia Association of Volunteer Rescue Squads, the State Department of Health, the Rescue Squad Assistance Fund, and local governments throughout the Commonwealth; and
WHEREAS, it is highly desirable that this distribution formula fairly and efficiently distribute revenues among affected entities and programs so as to have the greatest possible beneficial impact on the quality and availability of emergency medical services throughout Virginia; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the Joint Legislative Audit and Review Commission be requested to study the formula for allocation of certain revenues to emergency medical service purposes. Technical assistance shall be provided to the Commission by the State Emergency Medical Services Advisory Board and the Department of Health.
All agencies of the Commonwealth shall provide assistance to the Commission for this study, upon request.
The Commission shall complete its work in time to submit its findings and recommendations to the Governor and the 2001 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.
