008870664WHEREAS, economies of scale produce savings for localities that join together to provide regional Governor's School Programs; and
WHEREAS, Governor's School Programs must seek funds from each participating locality; and
WHEREAS, it may be more efficient for Governor's School Programs to receive the same funds from a single source; and
WHEREAS, the Commonwealth annually allocates funds to localities; it may be prudent for the Commonwealth to allocate funds for localities to regional Governor's School Programs; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the Board of Education and the Superintendent of Public Instruction, in conjunction with the Virginia Gifted Education Consortium, the Commission on Local Government, and the Department of Planning and Budget, be requested to study the feasibility and fiscal impact of allocating local funds to regional Governor's School Programs.
In conducting the study, the Board of Education and the Superintendent of Public Instruction shall hear from a cross-section of representatives of regional Governor's School Programs and local governments throughout the Commonwealth and shall review similar funding programs in other states.
All agencies of the Commonwealth shall provide assistance to the Board of Education and the Superintendent of Public Instruction, upon request.
The Board of Education and the Superintendent of Public Instruction shall complete their work in time to submit their findings and recommendations to the Governor and the 2001 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.
Implementation of this resolution is subject to subsequent approval and certification by the Joint Rules Committee. The Committee may withhold expenditures or delay the period for the conduct of the study.
