WHEREAS, a growing percentage of trucks traveling the highways of Virginia appear to have safety defects; and

WHEREAS, the negative impact of this trend on highway safety is magnified by the growing percentage of total traffic volume made up of trucks; and

WHEREAS, it appears to be highly desirable, in the interest of statewide highway safety, to increase the number of highway weighing stations, extend their hours of operation to twenty-four hours per day and seven days per week, and perform safety inspections of trucks in conjunction with their being weighed; and

WHEREAS, in order to assess the desirability and feasibility of such an effort, it is necessary fully to understand both costs that will be incurred and the benefits that can be expected from such an the undertaking; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Virginia Department of Transportation be requested to study expanding the number, hours of operation, and mission of highway weighing stations. Technical assistance shall be provided to the Department by the Department of State Police.

All agencies of the Commonwealth shall provide assistance to the Department for this study, upon request.

The Department shall complete its work in time to submit its findings and recommendations to the Governor and the 2001 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.
