WHEREAS, the Commonwealth is divided by the Virginia Department of Transportation (VDOT) into nine construction districts; and

WHEREAS, these districts function as the territorial basis for both the allocation of primary system highway construction funds and the appointment of nine of the sixteen members of the Commonwealth Transportation Board (CTB); and

WHEREAS, with the sole exception of the creation of the Northern Virginia District in 1984, these districts and their boundaries have remained substantially unchanged since at least the 1930s; and

WHEREAS, although the Code of Virginia33.1-2) mentions each district by name in setting out the composition of the CTB, the boundaries of these districts are set by VDOT, not by statute; and

WHEREAS, because of their important functions in the allocation of primary system highway construction funds, appointments to the CTB, and general administration of the Commonwealth's highway program, it is highly desirable that the number, size, and general operation of these districts be consistent with not only the physical geography, but also the population distribution, economic activity, and general highway transportation needs of the Commonwealth; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Virginia Department of Transportation be requested to study highway construction districts in Virginia, and the desirability and feasibility of changes in the number, size, overall role of such districts in carrying out the Commonwealth's highway program generally, and their role as the basis of appointment of members of the Commonwealth Transportation Board in particular.

All agencies of the Commonwealth shall provide assistance to the Department for this study, upon request.

The Department shall complete its work in time to submit its findings and recommendations to the Governor and the 2001 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.
