SB 1091 Completion of city council terms in City of Franklin.

SUMMARY:

Completion of city council terms in the City of Franklin. Clarifies that members of the Franklin City Council who were elected from Wards 3, 5 and 6 in the May 1994 election shall complete their terms of office. Because of the City's recent annexation, provisions of § 15.1-1054 would appear to require that elections be held for all wards in the May 1996 elections. However, § 24.2-312 states that members of governing bodies shall complete their terms of office under such circumstances.
