SUMMARY:
Woodrow Wilson Bridge and Tunnel Compact. Establishes, by compact with Maryland and the District of Columbia, the National Capital Region Woodrow Wilson Bridge and Tunnel Authority for the purposes of purchasing the existing Woodrow Wilson Bridge and financing and operating a bridge or tunnel or both to replace or coexist with the existing Woodrow Wilson Bridge.
This bill may be characterized as preliminary in some respects. First, the Compact does not provide any method for funding the start-up costs incurred by the Authority established by the Compact. Second, Virginia, Maryland, and the District of Columbia must reach agreement with the United States Secretary of Transportation to establish the federal share of the costs of the proposed new bridge or tunnel before the Authority undertakes any responsibility regarding the existing Woodrow Wilson Bridge or a new project. Finally, as noted during committee deliberations on the bill, there will be further refinements to the bill as it is considered by Maryland and the District of Columbia and as negotiations proceed with the federal government.
