SUMMARY:
LD5700733 03/11/94 SUMMARYStandards of Quality. Revises the SOQ to permit school boards to implement, pursuant to the appropriation act, lower pupil-teacher ratios in grades K-3 in certain schools. Instructional personnel may be assigned to produce the following ratios of students in average daily membership to full-time equivalent teaching positions (excluding special education teachers, principals, assistant principals, counselors, and librarians): 18 to 1 in schools having high concentrations of at-risk students and 20 to 1 in schools having moderate concentrations of at-risk students. The appropriation act will define these pupil concentrations. The sunset clause directing the 1993 revisions to Standard 4 to expire on July 1, 1994 is repealed. Technical amendments only are made to Standard 4 (§ 22.1-253.13:4). This measure is identical to HB 828. HB 947 and HB 340 also amend sections addressed by this measure; however, there is no conflict.
