SUMMARY:

Withholding allowances. Defers the effective dates of §§ 58.1-461, 58.1-462, and 58.1-470, which conform Virginia's individual income tax withholding schedules to the federal schedules, an additional two years; that is, from January 1, 1995, to January 1, 1997. When originally enacted in 1989, these changes were to become effective January 1, 1991.
