23103683DWHEREAS, the terms "human person" and "human being" include every member of the species Homo sapiens at all stages of life, including the moment of fertilization, moment of cloning, or other moment at which an individual of the human species comes into being; and
WHEREAS, the Fourteenth Amendment to the Constitution of the United States guarantees equal rights and protections under the law to all persons; and
WHEREAS, the right to life guaranteed by the Constitution of the United States is vested in each human being; now, therefore, be it
RESOLVED by the Senate of Virginia, That the Senate of Virginia recognizes that the right to life begins at conception.
