Directing the Virginia Housing Commission, in consultation with the Department of Housing and Community Development and representatives of the Governor's office, to develop recommended revisions to Chapter 22 (§ 15.2-2200 et seq.) of Title 15.2 of the Code of Virginia to (i) streamline and enhance predictability in local development review processes and (ii) alleviate the effects of local policies or ordinances that contribute to increased housing costs and constrain the supply of affordable and workforce housing. WHEREAS, local authority related to planning, zoning, and development is found in Chapter 22 (§ 15.2-2200 et seq.) of Title 15.2 of the Code of Virginia; and

WHEREAS, the implementation of such local authority may impact the availability of affordable and workforce housing; and

WHEREAS, the Virginia Housing Commission has experience studying issues related to affordable housing; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Virginia Housing Commission, in consultation with the Department of Housing and Community Development and representatives of the Governor's office, be directed to develop recommended revisions to Chapter 22 (§ 15.2-2200 et seq.) of Title 15.2 of the Code of Virginia to (i) streamline and enhance predictability in local development review processes and (ii) alleviate the effects of local policies or ordinances that contribute to increased housing costs and constrain the supply of affordable and workforce housing.

In conducting its study, the Virginia Housing Commission (the Commission) shall also (a) identify state funding sources and other incentives that could be leveraged to encourage the adoption of local policies that would expand the supply of affordable and workforce housing and (b) recommend legislative or administrative actions necessary to efficiently and effectively administer such funds.

Technical assistance shall be provided to the Commission by the Department of Housing and Community Development. All agencies of the Commonwealth shall provide assistance to the Commission for this study, upon request.

The Commission shall provide its recommendations and any draft legislation to the Secretary of Commerce and Trade and the Director of the Department of Housing and Community Development no later than November 1, 2023, and shall submit to the Division of Legislative Automated Systems an executive summary and report of its progress in meeting the directives of this resolution no later than the first day of the 2024 Regular Session of the General Assembly. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports and shall be posted on the General Assembly's website.
