Be it enacted by the General Assembly of Virginia:

1. § 1. The Department of Education shall establish a work group to consider best practices for positive behavioral supports for students and trauma-informed school security practices. Members appointed by the Department to the work group shall include a representative of The Arc of Virginia, a student with disabilities, a parent of a student with disabilities, select representatives from local school divisions in the Commonwealth, and other stakeholders, including subject matter experts. In conducting its work, the work group shall examine the feasibility and appropriateness of (i) hiring school safety coaches who can monitor the school environment for safety and build positive relationships with students and (ii) implementing policies and strategies for increasing the number of other appropriately trained school personnel. The work group shall complete its work and submits its findings and any recommendations to the Governor, the General Assembly, and the Board of Education no later than November 1, 2023.
