SUMMARY AS INTRODUCED:
County executive form of government; local budgets. Provides that a county that has adopted the county executive form of government (Albemarle and Prince William Counties) may carry over unspent funds from year to year for multiyear capital projects and outstanding grants without having to reappropriate the funds.
