Any person serving on a civilian oversight body shall be required to observe an on-duty law-enforcement officer who is employed by a law-enforcement agency serving under the authority of the locality for a period of not less than 24 hours within 90 days of being appointed to such civilian oversight body. Such observation shall be at the direction of the sheriff, chief of police, or director or chief executive of any agency or department employing any law-enforcement officers and shall include a ride-along with an on-duty law-enforcement officer.
