Be it enacted by the General Assembly of Virginia:

1. That Article 13.3 (§§ 58.1-439.25 through 58.1-439.28) of Chapter 3 of Title 58.1 of the Code of Virginia is repealed.

2. That a taxpayer who makes a qualifying donation pursuant to Article 13.3 (§§ 58.1-439.25 through 58.1-439.28) of Chapter 3 of Title 58.1 of the Code of Virginia prior to July 1, 2020, shall be eligible to claim a credit pursuant to Article 13.3 as it was in effect on June 30, 2020, including the ability to carry over any unclaimed credits for five succeeding years after the qualifying donation was made.
