Be it enacted by the General Assembly of Virginia:

1. § 1. That the Secretary of Commerce and Trade (the Secretary), in consultation with the Virginia Offshore Wind Development Authority and a work group composed of representatives of the Virginia Port Authority, the U.S. Navy, localities in the Hampton Roads region, electric utilities, shipbuilding firms, and such other interested persons as the Secretary deems appropriate, shall develop a Virginia Offshore Wind Master Plan (the Plan). The objective of the Plan shall be to identify specific measures that will facilitate the establishment of the Hampton Roads region as a wind industry hub for wind energy projects off the nation's Atlantic coast and incentivize the creation of employment opportunities in offshore wind projects and related infrastructure, including the manufacturing and transportation of blades and other wind turbine components.

§ 2. The Secretary shall submit its Plan to the Governor and the General Assembly no later than December 1, 2020.
