That the provisions of this act shall not become effective unless a resolution proposing to amend Section 6 of Article II of the Constitution of Virginia and to amend the Constitution of Virginia by adding in Article II a new section numbered 6-A, thereby establishing the Virginia Redistricting Commission, first agreed to by a majority of all the members elected to each house at the 2019 Regular Session of the General Assembly, is agreed to by a majority of all the members elected to each house at the 2020 Regular Session of the General Assembly.
