SUMMARY AS PASSED:
Cruelty to animals; serious bodily injury; penalty. Provides that any person who tortures, willfully inflicts inhumane injury or pain not connected with bona fide scientific or medical experimentation, or cruelly and unnecessarily beats, maims, or mutilates any dog or cat that is a companion animal whether belonging to him or another and as a direct result causes serious bodily injury to such dog or cat is guilty of a Class 6 felony. Current law requires that the animal die for the person to be guilty of the felony. This bill is identical to SB 1604.
SUMMARY AS PASSED HOUSE:
Shooting dogs or cats that are companion animals; penalty. Provides that any person who cruelly or unnecessarily shoots any dog or cat that is a companion animal and, as a direct result, causes the death or euthanasia of such dog or cat is guilty of a Class 6 felony.
SUMMARY AS INTRODUCED:
Shooting trespassing dogs; penalty. Raises from a Class 1 misdemeanor to a Class 6 felony the penalty for a person who shoots and kills a dog owned by another when such dog is not injuring or threatening any person or companion animal and holds the shooter liable to the owner for the value of the dog and any veterinarian bills incurred as a result of the shooting.
