SUMMARY AS INTRODUCED:

Vehicles bearing clean special fuel license plates; HOT lanes. Allows vehicles bearing clean special fuel license plates issued before July 1, 2011, to use the HOT lanes on Interstate 66 inside the beltway if the vehicle is equipped with an E-ZPass Flex transponder. The bill contains an emergency clause.
