SUMMARY AS PASSED: (all summaries)

Public institutions of higher education; members; removal; terms. Provides that if a member of the board of visitors of a four-year public institution of higher education or the State Board for Community Colleges fails to attend the meetings of the board for one year or to attend certain required educational programs in his first two years of membership, without sufficient cause, as determined by a majority vote of the board, then the member is removed from office. The bill requires the board of visitors of each four-year public institution of higher education and the State Board for Community Colleges to adopt policies regarding the removal process and referencing the Governor's removal authority. The bill repeals existing provisions regarding the removal of members. The bill also prohibits a member who has served for two successive four-year terms from being eligible for reappointment to a board for four years after the end of his second successive four-year term. Finally, the bill changes the terms of the board of visitors of George Mason University to prohibit members from serving more than two successive four-year terms; current law prohibits members of that board from serving more than two four-year terms, successive or not.
