A total of $6,031,000 the second year is hereby authorized for issuance by the Virginia Public Building Authority pursuant to §2.2-2263, Code of Virginia, for a capital project for the Department of Corrections to replace windows and mechanical systems at Greensville and Keen Mountain Correctional Centers.  The Director, Department of Planning and Budget, shall establish such project and shall transfer appropriations from the following projects in the amounts shown to the new project.  Furthermore, the authority previously granted to the Virginia Public Building Authority to issue bonds for the following projects is reduced by the amounts shown.
