SUMMARY AS INTRODUCED:
Constitutional amendment (first resolution); taking of private property for public use. Defines the term "public use" and specifies the instances for which private property may be taken. The measure also specifies that a taking of private property is not for a public use if the primary purpose of the property's acquisition is to increase tax base, tax revenues, or employment or otherwise to facilitate economic development. This resolution was incorporated into HJR 693.
