SUMMARY AS INTRODUCED:
Unpaved secondary road fund. Provides that in any year in which the Commonwealth Transportation Board has not allocated funding for nonsurface treated secondary roads, no penalty will be applied to transfers of funding from unpaved roads to other secondary road projects.
