Auditor of Public Accounts. Requires the Joint Legislative Audit and Review Commission to administer an operational and performance audit of transportation programs. The Joint Legislative Audit and Review Commission must issue a request for proposals, upon approval by the Chairman of the Joint Commission on Transportation Accountability, to initiate the procurement process for a management consulting firm to conduct a performance audit of the Commonwealth's transportation programs.
