Requires the Department of Transportation, within 90 days of the receipt of federal approval of the relevant Draft Environmental Impact Statement, to solicit proposals for improvements to U.S. Route 460 between Hampton Roads and the Richmond-Petersburg metropolitan area (and related projects) under the Public-Private Transportation Act of 1995.
