SUMMARY AS INTRODUCED:

Early interventions services. Requests the Department of Mental Health, Mental Retardation and Substance Abuse Services to study the Part C federal grant program. The Department shall report by December 1, 1999, to the Governor and the 2000 General Assembly on (i) the performance and outcome measurement pilots for Part C children; (ii) the standardization of forms, data collection and assessment procedures to support a seamless, integrated and coordinated Part C system; (iii) efforts to develop and implement technical assistance for localities; (iv) training of physicians on the Part C program; (v) the early intervention fee system; (vi) ways of reaching populations that are underserved because of cultural diversity; and (vii) child find activities and Part C public awareness campaigns.
