SUMMARY AS PASSED: (all summaries)

Research and development policy for the Commonwealth. Directs the Secretary of Technology, in consultation with institutions of higher education, federal laboratories, and the private sector, to study and develop a coordinated research and development policy for the Commonwealth. The Center for Innovative Technology will assist the Secretary. The study is to include a review of the intellectual property policies and procedures of institutions of higher education and federal laboratories, and best practices to link intellectual resources to commercialization.
