Qualifications of temporarily employed teachers. Directs the local school boards to establish employment qualifications for temporarily employed teachers which may exceed the Board of Education’s regulations for such teachers. School boards must also seek to ensure that temporarily employed teachers who are engaged as long-term substitutes will exceed baseline employment qualifications.

School boards must also seek to ensure that temporarily employed teachers who are engaged as long-term substitutes will exceed baseline employment qualifications.

SUMMARY AS INTRODUCED:

Qualifications of temporarily employed teachers. Directs the Board of Education, in its regulations regarding the employment of temporary teachers, to require that these teacher be at least 21 years of age when employed as a substitute for a contracted teacher for a period exceeding two consecutive weeks and that they be licensed to teach the relevant class or course.

The Board may grant a waiver of this if the division superintendent has documented to the Board the school board’s reasonable efforts, and subsequent inability to secure, a teacher meeting these requirements. The Board’s regulations are to limit the duration of the waiver and shall permit only one subsequent waiver renewal.

Currently, the Board is simply to require that the temporary teacher be 18 years of age and have a high school diploma or GED certificate.
