SB 851 Cruelty to animals.

SUMMARY AS PASSED:
Cruelty to animals. Makes a second or subsequent animal cruelty offense (currently a Class 1 misdemeanor) within five years a Class 6 felony if either offense resulted in the death or euthanasia of an animal. Lawful hunting, fishing, wildlife management and farming activities are not prohibited. The bill also removes the five-year statute of limitations on prosecutions.
SUMMARY AS PASSED SENATE:
Cruelty to animals. Makes a second or subsequent animal cruelty offense (currently a Class 1 misdemeanor) a Class 6 felony if both offenses resulted in the death or euthanasia of an animal. Lawful hunting, fishing, wildlife management and farming activities are not prohibited. The bill also provides immunity from liability for veterinarians who report cases of suspected animal cruelty.
SUMMARY AS INTRODUCED:
Cruelty to animals. Makes a second or subsequent animal cruelty offense (currently a Class 1 misdemeanor) a Class 6 felony if either offense resulted in the death or euthanasia of an animal. The bill also allows the court to require those convicted of cruelty to animals to attend an anger management or other treatment program and suspend any fine imposed upon completion of such treatment, and provides immunity from liability for veterinarians who report cases of suspected animal cruelty.
