SUMMARY AS PASSED:
Use tax distribution in certain localities. Requires the Tax Commissioner to develop a uniform method to distribute local use tax. Any significant changes to the method of local use tax distribution shall be phased in over a five-year period. Distribution information shall be shared with localities prior to such changes.

Use tax distribution in certain localities. Requires the Tax Commissioner to develop a uniform method to distribute local use tax. Any significant changes to the method of local sales use tax distribution shall be phased in over a five-year period.
SUMMARY AS INTRODUCED:
Use tax distribution in certain localities. Provides that local use tax revenue in jurisdictions bordering the City of Richmond be distributed according the population in each locality relative to total state population. The distribution begins in FY 2000 with 20 percent and reaches 100 percent in 2004.
