Definitions of certain terms. Adds § 33.1-223.2:2 to provide definitions of the terms “construction or reconstruction,” “highway,” and “increased capacity” as they are used in Chapter 22 (§ 56-556 et seq.) of Title 56 of the Code of Virginia.
