SUMMARY AS INTRODUCED:

Study: possible conflicts in the Code of Virginia relating to parental responsibilities and minors’ health care. Requests the Secretary of Health and Human Resources to study minors’ rights to consent to treatment of certain diagnoses, including venereal diseases, reportable infectious diseases, substance abuse and mental health services, and birth control, pregnancy or family planning (except for sexual sterilization and abortion) vis-a-vis parental responsibilities to provide care necessary for the children’s health. The Secretary is requested to identify any such potential conflicts, evaluate the seriousness of the problems, and recommend actions to mitigate such conflicts. A task force, which must include parents and such health care and other professionals as the Secretary deems relevant, will be appointed by the Secretary to examine these issues. The Secretary of Health and Human Resources and the task force will report to the Governor and the 2000 Session of the General Assembly.
