Study; operation of and laws affecting VDOT. Establishes a 10 member joint subcommittee to study the operation of and laws affecting the Virginia Department of Transportation, particularly VDOT’s selection of consultants, exercise of the power of eminent domain, advertising of and competitive bidding on contracts, competitive negotiations with contractors for certain projects, and conflict of interest laws.
