SUMMARY AS INTRODUCED:
Study; Plan for determining fiscal efficiency of school divisions. Requests the Department of Education to develop a plan for a system of assessing and rating the fiscal efficiency of local school divisions in the Commonwealth. The Department is to consider, among other things, current funding mechanisms and fiscal practices; specific needs and challenges identified by Virginia school divisions in striving to achieve and maintain accreditation; the varying fiscal capacities and demographics of the Commonwealth’s school divisions; and such other issues as it deems appropriate. The Department is to make an interim report to the 2000 Session of the General Assembly and is to complete its work in time to report its findings and recommendations to the Governor and the 2001 Session of the General Assembly.
