SUMMARY AS INTRODUCED:
Study; plan for system of assessing fiscal efficiency of public institutions of higher education. Requests the State Council of Higher Education for Virginia (SCHEV) to develop a plan for a system of assessing and rating the fiscal efficiency of the public institutions of higher education in the Commonwealth. SCHEV is to develop an index for ranking the institutions and is to consider, among other things, current funding mechanisms and fiscal practices; specific needs and challenges identified by Virginia’s public colleges and universities; effective cost-saving practices successfully employed by public institutions across the nation; and recommendations for the implementation of administrative mechanisms that will promote efficiency as well as continued excellence in the education, research, and service missions of the Commonwealth's public colleges and universities. The State Council is to make an interim report to the 2000 Session of the General Assembly, and is to complete its work in time to report its findings and recommendations to the Governor and the 2001 Session of the General Assembly.
