SUMMARY AS INTRODUCED:
Study; block grant funds for remediation. Establishes a joint subcommittee to study the efficacy and appropriateness of a block grant for remediation programs. The joint subcommittee shall (i) identify the remedial and at-risk programs for which funding is provided, including the goal, funding level, and number of students served by each program; (ii) determine the potential impact of block granting the funds generally appropriated for each program on students, teachers, and local school divisions; (iii) determine the degree of flexibility that school divisions should be afforded in serving eligible students for each program; (iv) assess the potential impact of block grant funding for remedial and related programs on service delivery and program effectiveness; and (v) consider such other issues as it may deem necessary. This resolution is a recommendation of the Joint Subcommittee on Remediation.
