SUMMARY AS PASSED: (all summaries)

Study; Educational Infrastructure. Continues the Commission on Educational Infrastructure. This resolution notes the 1998 activities of the Commission, which included data and background on Virginia construction and educational technology programs; presentations from officials representing North Carolina, Ohio, and West Virginia; a review of construction issues in other states in the Southern region; and input from local governments and school boards. The Commission also developed and conducted a school facility survey and reviewed the survey results during the course of several work sessions. The Commission‘s discussions resulted in preliminary agreement on a funding stream and various distribution principles, such as flat grants, weighted average daily membership, and local growth and emergency situations; however, the development of the details of any funding mechanism will require additional study. Therefore, the Commission is charged with evaluating the components of its 1998 principles and developing the mechanisms that are necessary for their operation.
