SUMMARY AS INTRODUCED:
Constitutional amendment (first resolution); Transportation Trust Fund. Requires a vote of two-thirds of the members present (including at least a majority of the members elected) in each house to appropriate or use any money from the Transportation Trust Fund for any purpose not related to transportation. The amendment also requires the repayment of any funds appropriated for non-transportation purposes within three years of the withdrawal of the funds.
