SUMMARY AS INTRODUCED:
Study: funding Standards of Quality. Establishes a nine-member joint subcommittee to study the efficacy and appropriateness of the Commonwealth’s system of funding the Standards of Quality (SOQ) for public schools. The joint subcommittee is to examine, among other things, current statutory, constitutional, and budget provisions governing the calculation of SOQ costs and funding; the adequacy of the current SOQ, including the degree to which school divisions surpass these Standards; relevant judicial rulings regarding the Commonwealth’s method of funding public education; school funding formulas in other states; and such other issues as it deems appropriate.
