SUMMARY AS INTRODUCED:
Limits on taxes and revenues; Revenue Stabilization Fund; taxpayer refunds. Provides for the refund of 50 percent of the surplus revenues, above the amount required to be deposited to the Revenue Stabilization Fund, to the Commonwealth’s income taxpayers. The General Assembly shall provide by law for the refunds, excepting any refund for an amount that fails to exceed the administrative cost of providing the refund.
